The Solana Beach City Council awarded a contract April 23 to Savi Construction to build six pedestrian ramps as part of the Community Development Block Grant process.
Savi Construction’s $35,400 bid was the lowest out of 10 total bids the city received for the project. City staff deemed it “the lowest responsible and responsive bidder.” The other nine bids ranged from $39,000 to $83,730.
“Staff checked work references and found that Savi Construction has successfully completed similar projects in other municipalities,” according to a city staff report.
The ramps will be located along Pacific Avenue at Ocean Street, Solana Vista Drive, West Cliff Street and Hill Street.
The city received $52,132 in funding from the county for the Community Development Block Grant. With the $35,400 contract and a 15% contingency budget of $5,310 for “unforeseen conditions and unanticipated changes,” the total budget is $40,710. Grants funds that the city doesn’t use in the 2024-25 fiscal year can be reallocated to a future year, according to a city staff report.
The council decided in October 2023 to submit an application for Community Development Block Grant funding to build ramps that are compliant with the Americans with Disabilities Act.
City leaders have previously stated that they wanted to build ramps at locations where there currently are none and upgrade existing ramps that do not meet current ADA standards.
San Diego County distributes Community Development Block Grant funding in the cities of Solana Beach, Del Mar, Imperial Beach, Lemon Grove and Poway, as well as throughout the unincorporated communities.
